The Section 130 Program is a federally-funded program authorized by Title 23, United States Code, Section 130, and administered by the New Mexico Department of Transportation (NMDOT) Rail Bureau. Its purpose is to eliminate hazards at existing public highway-rail grade crossings to reduce risks for motorists, bicyclists, and pedestrians. Projects are selected annually based on high-hazard criteria, including accident history, traffic volume, and physical conditions, in collaboration with FHWA, FRA, railroad companies, and local municipalities or counties.
