Description
The SB 51 capacity-building funds, totaling $3.3 million, are allocated by the Oregon Legislature to strengthen property and asset management capacity at Oregon’s affordable housing properties. The funds are deployed by the Housing Development Center (HDC) under contract with Oregon Housing and Community Services (OHCS). The funding is split into $2 million for grants to housing providers to improve property management outcomes (occupancy rates, move-ins, eviction prevention, resident well-being) and $1.3 million for asset management training.
